Message to Garcia Essay
A Message to Garcia is serves as an inspiration for many reasons. Not only is it a prime example of the ââ¬Å"no questions askedâ⬠attitude, it also makes you question yourself as a leader. Many will say that this essay is about the subordinate, but to me it envelopes the relationship of the team as a whole to accomplish the mission. Though there are many different leadership styles and principles but in my opinion the most prominent in this essay are communication, trust, and obedience. The main task in the essay is to get a message delivered to Garcia from President Mckinley. This takes place during the war where quick communication is imperative. However, traditional means, such as mail or telegraph, have gone out the window due to Garciaââ¬â¢s whereabouts being somewhere in the jungles of Cuba. Upon hearing the mission at hand, Rowan was the man for the job. President Mckinley sent for him, gave him the letter, and gave him clear instructions of what needed to be done. With that, Rowan was gone. This is a great example of clear and concise communication. Rowan understood the importance of the mission and set out to do it. Another key element in the essay is trust. As a leader you have to have trust and confidence in your training, resources, and most importantly your subordinates. How did the president know Rowan was even competent enough to complete the task? The fact is, he didnââ¬â¢t, he trusted the unnamed individual who gave up Rowan for the mission. This personââ¬â¢s trust in Rowanââ¬â¢s abilities was enough for the president. Itââ¬â¢s obvious that Rowan has proven himself to be trustworthy and efficient. It also goes to show Rowanââ¬â¢s trust in his leaderââ¬â¢s authority. Lastly, it comes down to obedience. Rowanââ¬â¢s instant willing obedience is what sets him apart from all others. Not once did he question the contents of the letter or even simply inquire as to where Garcia was even located. That in itself, is a remarkable trait to have in oneââ¬â¢s character. Not many would act without hesitation and would lose focus on such a task. That is one of the reasons obedience plays a vital role mission accomplishment. In the end the message is never revealed, nor exactly how Rowan delivered the message. Simply put, those facts are irrelevant. My takeaway from the essay is the leadership and action put through a unit to complete the task at hand. As a leader, you need to be able to communicate with your subordinates and trust them to carry out the order. Just as Rowan was trusted to carry the message to Garcia.

The transaction can be done from business-to-business, business-to-consumer or Business-to-government buy and sale of goods, works and services through the Internet or other networking systems. This paper examines the pros and cons of using E-tendering in the Singapore Construction Industry and the future trend of E-tendering in Singapore.Although E- tendering has been used by the various Singapore Government departments for many years on their procurement of materials and services for local and global with great success, however the private sector in Singapore is still slow in using it as a tendering system. As e-tendering is recognized as a state-of-the-art for procurement which is proven to be efficient by the local Government and other advanced countries (eg. US, UK, China, Hong Kong, Canada etc. ), however the low usage by the private section in Singapore shows that there must be some limitation or disadvantages in using it.May be there are some problems on software and the user not competent to use it for this purpose. Or maybe in Singapore there is a need for the government or a private company to lead and provide a national wide scale of centralizes e-tendering system to cater for all the private tenders in Singapore Construction Industry. Whatever it is, the advantages of E-tendering are far exceeding the disadvantages and it has shown greater potential in the improvement of efficiency to replace the traditional tendering system.Therefore a study to look into the pros and cons of this tendering system is worth the effect. As eventually E-tendering has great potential in increasing efficiency in construction sector in Singapore-tendering by cutting down the-tendering cost and time and reduce the bureaucratic processes in the traditional tendering process. Procurement and tendering are an important function for every organisation including construction industry. It is a vital and important activity for a company to gain profit and continue to survive. Especially in Construction Industry, every job is on contract basis, construction company need to secure jobs through tender in order to continue its business.The traditional tendering practices used by Construction Company are largely traditional and involve managing papers or using email to send and receive documents, addenda, correspondence, bid submissions and award notices. With the introduction of submission of tender electronically, time and effort has been shorten tremendously. Other part of the world however electronic tendering has been getting popular over the past few years and is now being commonly used in the United Kingdom, Australia, New South Wales, India, Hong Kong, United States and in China. (The PRC China has been using e-tender for more than 10 years.This year China is celebrating the 10th anniversary of E- procurement rule, their website is www. ccgp. gov. cn). Singapore is a developed country with very good coverage of wireless network and fibre optic cable. The use of computer is very much the common practice of government department and private company. However the use of e-tendering so far in Singapore has been limited to government department procurement. For private construction industry the usage of e-tendering is still limit ed. This paper explore into the pros and cons of using e-tendering in Singapore construction industry and its future development. . 0E-Tendering in the Singapore Construction Industry â⬠¢ E- Tendering in Singapore Private construction: The government department of Singapore has been using E-tendering for more than 10 years, the Singapore Economy Development has also been giving incentive to encourage developers and contractors who are keen in using IT for their business. However up to today the private construction sector in Singapore is still limited in usage of E-tendering. Many Developers and Contractors in Singapore are still finding it more comfortable to use traditional tendering system. â⬠¢ E- Tendering in Singapore Government:The e-tendering used by the government of Singapore is called GeBiz, which come from the word Government Bidding. The GeBIZ, or the Government E tendering, was set up in June 2000. The main objective of this system is to simplify government proc urement and tender activities. It was part of the programme for businesses under the e-Government Action Plan (2000ââ¬â2003) in Singapore. GeBIZ is a one-stop centre for suppliers to have access to all procurement opportunities in the public sector and to trade electronically with the government departments. The Singapore government E-tender website address is at http://www. ebiz. gov. sg/. Now 100% of the Singapore government Tenders or Quotations are using GeBIZ as a platform for procurement for good and services. As of today, Infocomm Technology (ICT) has become a major part of the Singapore public sector's DNA for public administration and service delivery. Due to the result of Singapore e-government efforts, Singapore has been consistently recognised as a leader in major international benchmarking studies. Our Singapore Governmentââ¬â¢s innovative efforts in using ICT have also gained local and worldwide recognition and awards.More importantly, the citizens and businesse s have embraced in e-government service. In 2010, almost 9 out of 10 of Singapore citizens and businesses expressed satisfaction with the overall quality of government e-services. Upon approved as a member, a password for log in to GeBIZ is given to the company. There are two categories of E-tendering in the GeBIZ. Tender ââ¬â Goods or services estimated to be valued above $7,000 Singapore dollar. â⬠¢ Quotation ââ¬â Goods or service estimated be valued below $7,000 Singapore dollar. Once a member log on the GeBIZ, the searching for specific notice can be done by indicating the search condition as shown below by clicking on the ââ¬Å"GOâ⬠button. Tender price can then be submitted to the website electronically. Once the-tender is closed, the-tender will be evaluated by the relevant governmant authority (who post the tender) and the result of the-tender will be announced on the GeBIZ for public information. Hardware and Software requirement for GeBIZ tendering in Singapore. The following are the required hardware and software for a contractor to use the Singapore GeBIZ.In order to use the Singapore Government e-tendering GeBiz, A contractor needs to have a computer meet the following recommended system requirement. The computers which do not meet these requirements might not be compatible and un able to use the system for tender. Hardware ââ¬â Computer must have a minimum 500MHz processor or higher with a hard disc at least 64 MB RAM, the internet connection to be minimum 256kbps or higher. Software ââ¬â Computer with a Windows Operating System consist of Windows 2000, Windows XP or Window 7. As for Internet Browser, having a Internet Explorer 6. , 7. x, 8. x and 9. 0 will be enough. 2. 1How E-Tendering works E-tendering is an electronic tendering solution to facilitate the complete-tendering process from the advertising of the requirement through to the signing of the contract. This includes the exchange of all relevant documents (drawing, specifications etc) in electronic soft copy format. In other words E-tendering is a process of carrying out entire-tendering Cycle Online including submission of Price Bid in such that Efficiency, Economy, Speed of Internet can be achieved without the use of paper form of hardcopy.It also eliminates the need to transfer of docume nts between the Client and bidders. A normal construction tender using traditional tendering system can take up to 2 to 4 months for a cycle. â⬠¢ More ExpensiveThe printing of tender documents such as drawings and specifications are costly and a lot of money is spent for plants and labour for transportation of the documents. â⬠¢ Paper Based Procurement Traditional tendering basically is paper based procurement, documents such as drawings, specifications and forms are printed on paper, which is not environmentally friendly. â⬠¢ Restricted Mobility Paper based tender do cument is not mobile and inconvenient to bring it along for reading and estimation. These documents also require large storage space and it is labour intensive to handle. â⬠¢ Canââ¬â¢t do work on HolidaysThe-tender documents are usually placed at the office and the working hour for office is usually 9am to 5pm. No work can be done after these hours and during weekend and public holidays. â⬠¢ Prone to Human errors Paper documents are prone to human errors, as missing of pages or printing errors. It will become a more progressive and proactive organization. The cons or disadvantages of using e tender â⬠¢ Cost The initial cost to set up the computer system can be quite costly. As E-tender required the purchase of expensive hardware and the necessary software. â⬠¢ Staff The company need to employ staff competence in the use of e-tendering system or train up their existing staff to use the e-tendering system.Security of the e-tendering system ââ¬â An effective and secure e-tendering system needs to make sure that any communication that passes through the system is secure and safe. As all the data are passing through the open networks such as the internet. Care must be taken to ensure that all the information passed between tenderers and the Client be treated as confidential. The major risks are that confidential information transmitted over opened networks may be exposed to or altered by malicious parties. There is also the risk of malicious parties generating false messages, impersonating other parties or denying that messages have been emailed. . How to overcome these limitations â⬠¢ Cost Construction Company can get a loan from bank to purchase the e-tendering system, through the saving of the e-tendering process; soon the cost would be recovered. â⬠¢ Staff Company can directly employ e-tender system competence staff to from the employment market; alternatively can send their staff to be trained to use the system. Security ââ¬â One of the major problems of e-tendering is to prevent the unauthorised usage of the e-tender account. The following are a few new computer technologies in the market which are capable of overcoming these problems. â⬠¢ BiometricsBiometric verification of two authorized users can be used in for tender opening process. This method is using finger print of any two authorized individual; the web page will not be able to open if two fingers print doesnââ¬â¢t match. This appliance also helps to establish that user remains physically present when Tender opens. Scope of future of e-tendering ââ¬â Cloud computing The future e-tender is by using Cloud computing. Just what is clouding computer?It is not sitting among the cloud to do the job, it is instead of using our own server to store data, cloud computing is using cloud server for storage of data and retrieving from them. The focus is on the website and not the computer hardware. When the data is needed for large processing, it can be scale up as much as one can instantly and once work done it is released back to the cloud. The working principle is like using the computer power from the cloud instead of using the companyââ¬â¢s own computer hardware. It is just like payment for paying for electricity and gas instead of having our own generator and having a large gas storage tank.Cloud computer is also like hiring a car to travel instead of buying a car. The advantages of using cloud can be listed as below: â⬠¢ Scalability ââ¬â Glow and shrink as and when you wanted. â⬠¢ Instant ââ¬â It can be turn on and off anytime any place you like. â⬠¢ Economical ââ¬â Pay for the time you use and there is no need for the hardware and it is time saving. In other words it is pay as you use [pic]Figure 7. ââ¬â Cloud computing system (Source from Google cloud computing image) 2. 6 Types of Cloud computing There are three types of cloud computing in the market: namelyInfrastructure as a servic e (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS), it has his advantages and disadvantages. â⬠¢ SAAS-Software as a server ââ¬â Each offers a different level of user flexibility and control. Saas allows users to run existing online applications. It is the easiest way of using, where off-the-shelf applications are accessed over the Internet. The advantages are Free or paid via subscription, it is accessible from any computer and able to facilitates collaborative working. However its business generic applications may not always suitable for their own business use. PAAS- Platform as a server ââ¬â Allows users to create their own cloud applications using supplier ââ¬â specific tools and languages. It provides environment and tools for creating new online applications. Eg. Google has Google App Engine which enables a user to build and host web application on the same system, which no need to worry about hardware. Micro soft has a Window Azure Platfor m. Salesfore has a website called Force. com which can build up and host for free. The system can be rapidly development at low cost and used Private or public deployment.However it limits developers to provider languages and tools and it also have the risk of vendor lock-in. â⬠¢ IAAS- Infrastructure as a server ââ¬â Allows users to run any applications they are please on cloud hardware of their own choice. These services are usually free or offered on a pay-per-use model.Generally, public cloud service providers like Microsoft and Google own and operate the infrastructure and offer access only via Internet. Other means of direct connection is not po ssible. Community cloud Community cloud shares infrastructure between several organizations from a specific community with common concerns for example security, compliance, jurisdiction, etc. , whether managed internally or by a third-party and hosted internally or externally. The costs are spread over fewer users than a public cloud, but it is more than a private cloud, so only some of the cost savings potential of cloud computing are realized.Hybrid cloud Hybrid cloud is a composition of two or more clouds; it can be private, community or public. It can remain unique entities but are bound together, offering the benefits of multiple deployment models. By utilizing ââ¬Å"hybrid cloudâ⬠architecture, companies and individuals are able to obtain some degrees of fault tolerance combined with locally immediate usability without dependency on internet connectivity. Hybrid Cloud architecture requires both on-premises resources and remote server based cloud infrastructure.The disadv antage of Hybrid clouds is that it lacks the flexibility, security and certainty of in-house applications. Hybrid cloud provides the flexibility of in house applications with the fault tolerance and scalability of cloud based services. Private cloud Private cloud is cloud infrastructure operated solely for a single organization, whether managed internally or by a third-party and hosted internally or externally. Undertaking a private cloud project requires a significant level and degree of engagement to virtualize the business environment, and it will require the organization to re-evaluate decisions about existing resources.When it is done right, it can have a positive impact on a business, but every one of the steps in the project raises security issues that must be addressed in order to avoid serious vulnerabilities. The major disadvantage is because users ââ¬Å"still have to buy, build, and manage themâ⬠and hence do not benefit from less hands-on management essentially the economic model that makes cloud computing such an interesting concept. 3. 0 Conclusions In conclusion, this paper finds that e-tendering has many pros and cons in the system. However we can see that the pros have exceeded the cons, i. e. he advantages are far more than disadvantages. With the breakthrough in computer technology and the advancement of science, the various problems face by the user in e-tendering now will be easily overcome very soon. As the construction industry in Singapore is one of the major industries that contributed to the nation building and giving the most impact to the economy, the benefits that brought by the e-tendering will definitely benefit the Construction Industry and Singapore national economy as a whole. However new problems may also appear and these need to be overcome continuously to bring about advancement of the system.Eventually all the other industry will be able to benefit from the achievement. 4. 0 Recommendation In view of the current situ ation in Singapore construction Industry, only the government is using e-tendering in a wide spread scale. I would like to recommend the government to initiate and set up an e-tendering system similar to the current GeBIZ system to serve the Singapore private Construction sector. The Singapore government has more than 10 years experience in the e-tendering system, they should have no problem in setting up an equal if not better e-tendering server than the Government e-tendering GeBIZ.Since setting up an e-tendering need a large initial capital investment, as a financially strong Singapore Government this should not pose any problem, moreover it will eventually benefit the economy of Singapore. In order to fully harness the benefits of e-tendering system, the main contractors must adjust and make changes to their company itself to equip with the necessary skills and resources for the e-tendering system. Contractors are recommended to train their staff to be competent in the use of e- tendering system. Companies may also engage professional consultants or experts to set up e-tendering in their company.As e-tendering has proven to be an advantage for the Main contractor to be the better competitor and increase their productivity and profits, I strongly believe that in the years to come, e-tendering will be used both by the private and government construction tendering in Singapore. 5. 0 References Bett. The analysis process was majorly carried out to determine whether the computer program was worth introducing into the school. This process is normally the first step when it comes to introduction of change. It is majorly done to determine the viability and feasibility of a change. In analyzing the change, survey was taken in some schools that had already introduced the computers, and also in schools that had not taken a step of introducing the computers into the curriculum. Some students were also taken from the school desiring to take up computer introduction and introduced into the computers. At the end of it all, through the comparison of the two scenarios of a scho ol having access to computers and that of no access to the computer, it was noted that the one with computers was performing well compared to the one without. Students and the teachers were seen to be so advanced in that almost everything, including teaching itself by the teachers was computerized. When given a quiz on the current affairs worldwide, it appeared that the students in the school with computers had knowledge of it and the students on the other end with no computers seemed to be lagging behind with the current affairs.

Life And Work Of Barbara Baer Capitman History Essay Barbara Baer Capitman, whose vision and persistence helped to turn a rundown area of Miami Beach into a vibrant Art Deco historic district, died of congestive heart failure on Thursday at Mount Sinai Medical Center in Miami Beach. She was 69 years old and suffered from diabetes and heart tremors. Ms. Capitman, who had lived in Miami since 1973, applied her talents to arouse renewed interest in 1920s and 1930s buildings throughout the country. Radio City Music Hall and the Chrysler Building are among the best examples of Art Deco. My whole life had been Art Deco, she once said. I was born at the beginning of the period and grew up during the height of it. Its a thing of fate. Headed a Preservation League In 1976 she helped to found the Miami Design Preservation League, which in 1979 won Federal historic designation for the South Beach district of Miami Beach. Her outspoken, unorthodox manner later led to her ouster from the group. She would push and agitate and cause trouble until people wouldnt speak to her, said Michael Kinerk, chairman of the Art Deco Weekend festival. She was interested in results, not social sensitivities. The South Beach district is now on the National Register of Historic Places, the only 20th-century district on the register. That status brought Federal tax relief to what had been a depressed area. It is now enjoying an economic and cultural rebirth. Chapters in Other Towns Mrs. Capitman, president of the Art Deco Society of America, helped found chapters of the society in several cities, including New York, Washington, Chicago, San Francisco and Los Angeles. She was the author of Deco Delights (1989; E. P. Dutton). She was born in Chicago and attended New York University. She later wrote advertising copy and was a reporter for The Atlantic City Daily World, which has ceased publication. Her husband, William Capitman, died in 1975. He was a market researcher and economist and in later years a teacher at Florida International University. Mrs. Capitman leaves two sons, Andrew W., who lives in London, and John A., who lives in Cambridge, Mass., and four grandchildren. Barbara Baer Capitman, the intrepid little old lady credited with saving Miami Beachs colorful Art Deco district made famous on the hit television series Miami Vice, has died in the city she sought to preserve. She was 69. Mrs. Capitman, who suffered from diabetes and heart problems, died Thursday at Mt. Sinai Medical Center in Miami Beach, according to hospital spokesman Arthur Ehrlich. She was president of the Art Deco Society of America and had organized chapters in cities around the country, including Los Angeles, to preserve the decorative arts style of architecture popular between the two world wars. Although somewhat more whimsical in Miami, the style is exemplified by the Chrysler Building and Radio City Music Hall in New York City and the old Pan Pacific Auditorium and the Times building in Los Angeles. At the time of her death, Mrs. Capitman was putting together the first World Congress on Art Deco and working on a book, Art Deco U.S.A. Last year she published a book about Miami Beachs 1930s hotels and other Art Deco buildings called Deco Delights. Mrs. Capitman became a preservationist in 1975 as a means of making new friends after the death of her husband, William, at 53. She attributed her quavery voice, which her detractors frequently mimicked, to the shock of his death. Within four years, despite opposition by the Miami Beach city manager and Chamber of Commerce, Mrs. Capitman and her Design Preservation League won listing of the mile-square district on the National Register of Historic Places, providing federal tax incentives for restoration. The area is the only district with 20th-Century architecture in the register. It was a tremendous achievement by one personone little old lady, said her son Andrew. Barbara Capitman deserves her reputation as the indomitable champion of the Art Deco treasures of Miami Beach, said billionaire investor Robert Bass, chairman of the National Trust for Historic Preservation. The districts 800 or so buildings, designed in the 30s to look like ocean liners or rocket ships or even bonbons to take vacationing Americans minds off the Depression, are the focus of Miami Beachs annual Art Deco Weekend festival, which draws about 400,000 people. In Saving South Beach, historic preservation clashes with development as each side vies for control of South Beach. A spectrum of characters are present, from Barbara Baer Capitman, the ailing middle-aged widow who became an evangelist for the Miami Beach Art Deco district, to Abe Resnick, the millionaire Holocaust survivor determined to stop her. From pioneers to volunteers, from Jewish retirees to Cuban exiles, from residents and business owners to developers and city leaders, each adds another piece to the puzzle, another view of the intense conflict that ensued. Although a number of the areas iconic buildings were demolished, the Miami Design Preservation League succeeded in entering almost half of the neighborhood into the National Register of Historic Places, kicking off a revitalization effort that spread throughout South Beach. April 1980 The Boulevard Hotel, at 775 Dade Boulevard, was demolished. January 1981 The Anderson-Notter-Finegold plan for the Miami Beach Architectural Historic District was completed (the plan was never adopted). January 7, 1981 The New Yorker Hotel (Henry Hohauser, 1939), at 1611 Collins Avenue, was demolished. Despite sustained protests from preservationists, the hotel was destroyed by owners Abe Resnik, Dov Dunaesvsky, and Isaac Fryd. The hotel, which many consider to be Hohausers most successful design, awakened the community to the need to enact local legislation to protect properties listed on the National Register. October 20, 1982 The City Commission appointed the first Historic Preservation Board. August 15, 1983 Dade County and others filed a lawsuit to invalidate the Miami Beach Historic Preservation Ordinance. October 5, 1983 The City Commission adopted Ordinance No. 83-2388 designating the Old City Hall building as the citys first Historic Preservation Site. February 1, 1984 The City Commission adopted Ordinance No. 84-2402 designating the 21st Street Community Center a Historic Preservation Site. April 4, 1984 The City Commission adopted Ordinance No. 84-2405 creating a Design Review Board. 1984-1989 The Art Deco District achieved worldwide recognition as a result of the hit television show Miami Vice, starring Don Johnson and Philip Michael Thomas. The show used the Art Deco District as a backdrop in many of the episodes. February 6, 1985 The City Commission adopted the Ocean Drive plan containing recommendations for local Historic District designation. March 20, 1985 The City Commission adopted Ordinance No. 85-2470 eliminating the owner consent provision from Historic Preservation ordinances. October 16, 1985 The City Commission adopted the Espanola Way plan containing a recommendation for local Historic District designation. 1985 Renowned fashion photographer Bruce Weber chose Miami Beachs Breakwater Hotel for a photo shoot for an ad for Calvin Kleins Obsession, spurring an onslaught of fashion photography shoots in the Art Deco District. July 23, 1986 The City Commission adopted Ordinance No. 86-2511 designating the Espanola Way District and the Ocean Drive/Collins Avenue District as Miami Beachs first Historic Preservation districts. These ordinances were adopted after significant grassroots efforts by MDPL. 1986 Our Driveà ¢Ã¢â ¬Ã ¦Ocean Drive was a joint campaign by MDPL and its sister organization, the Miami Beach Development Corporation (MBDC), now renamed the Miami Beach Community Development Corporation (MBCDC). As a result, a $3 million bond package was approved to fund the widening of the sidewalk on the west side of Ocean Drive, allowing hotels to establish sidewalk cafes. On the east side of the street, a wide promenade was created along the wall separating Lummus Park from the beach. 1986-1988 MDPL campaigned for local designation of the entire National Register District and revisions to the zoning codes to make them more compatible with historic preservation. MDPL started the SOS (Save Our Senator) campaign to prevent demolition of the Senator Hotel. Although the hotel was demolished (see May 3, 1988), MDPLs efforts delayed demolition for more than a year. The public outcry that MDPL created resulted in the City Commission passing a strengthened local preservation ordinance that could prevent demolition. 1987 The Biscaya Hotel (1925), at 650 West Avenue, was demolished. MDPL mounted an unsuccessful campaign to save the hotel, originally the Floridian Hotel and the last remaining example of the grand bayside hotels. May 6, 1987 The City Commission adopted Ordinance No. 87-2665 designating Altos del Mar a Historic Preservation District. January 1988 The Poinciana Hotel (Albert Anis, 1939), at 1555 Collins Avenue, was demolished. February 3, 1988 The City Commission adopted Ordinance No. 88-2598, strengthening the demolition section of the Historic Preservation Ordinance. May 1988 Miami Beach Art Deco Guide was published by MDPL. The guidebook, written by Keith Root with editorial assistance by Dr. Ernest Martin and Michael Kinerk, contained six self-guided walking tours of the Art Deco District. May 3, 1988 The Senator Hotel (L. Murray Dixon, 1939), at 1201 Collins Avenue, was demolished. June 1988 Deco Delights: Preserving the Beauty and Joy of Miami Beach Architecture, written by MDPL founder Barbara Baer Capitman, was published by E.P. Dutton. June 1, 1988 The City Commission adopted Ordinance No. 88-2616 placing the Architectural District under Design Review jurisdiction. April 5, 1989 The City Commission adopted Ordinance No. 89-2637 designating the Venetian Causeway (1926) a Historic Preservation Site. September 7 21, 1989 The City Commission nominated the Flamingo and Museum neighborhoods for Historic Preservation Districts designation. The Museum area was nominated as a local historic district or collection of historic sites depending on the findings of the Historic Preservation Board. March 30, 1990 Barbara Baer Captiman dies of congestive heart failure. An advocacy program attempts to influence public policy and public actions in a direction consistent with a groups mission. MDPLs advocacy program is guided by its advocates aim to act consistently with MDPLs mission statement: Miami Design Preservation League (MDPL) is a non-profit organization devoted to preserving, protecting, and promoting the cultural, social, economic, environmental and architectural integrity of the Miami Beach Architectural Historic District and all other areas of the City of Miami Beach where historic preservation is a concern. The MDPL Advocacy Committee suggests these priorities for MDPL advocacy activities: Preserve and protect the historical and architectural integrity of the Miami Beach Architectural District, both of its individual buildings and of the district as a whole; Support the historic preservation process put in place by the City of Miami Beach and the Citys enforcement of the outcomes of that process in any area where historic preservation is a concern. Propose and support changes in the Citys historic preservation process and land use policies when necessary to carry out and fulfill the mission statement; Propose and support changes in Florida and national policy when necessary to carry out and fulfill the mission statement; Preserve and protect historical, architectural, and environmental resources in other areas of Miami Beach, especially when designated as local historic districts by the City of Miami Beach, but including any area where historic preservation is a concern. Act to support residents and property owners, in current and potential historic districts, when citizens act to preserve, protect and promote the historic, architectural, cultural, social, economic, and environmental integrity of any area where historic preservation is a concern. Miami Beachs building boom came during the second phase of Art Deco known as Streamline Moderne, which began with the stock market crash and ended in most cases with the outbreak of World War II. It was less decorative-a more sober reflection of the Great Depression. It relied more on machine-inspired forms, and American ideas in industrial design. It was buttressed by the belief that times would get better and was infused with the optimistic futurism extolled at Americas Worlds Fairs of the 1930s. Stripped Classic or Depression Moderne was a sub-style often used for governmental buildings, the U.S. Post Office being the best example in Miami Beach. Miami Beach architects used local imagery to create what we now call Tropical Deco. These buildings feature relief ornamentation featuring whimsical flora, fauna and ocean-liner motifs to reinforce the image of Miami Beach as a seaside resort. Art Deco What to look for Over-all symmetry, ziggurat (stepped) rooflines, glass block, decorative sculptural panels, eyebrows, round porthole windows, terrazzo floors, curved edges and corners, elements in groups of three, neon lighting (used in both exteriors as well as interior spaces). However, there really are three predominate architectural styles found in the Art Deco District: When our tour guide revealed yesterday that the person most responsible for saving Miami Beach Art Deco buildings from the wrecking ball of capitalist progress was a Communist Jew from New York, my first reaction was surprise and delight. But after a moment it sunk in that this was just what I might have suspected. When it comes to looking after the long-term interests of society, whether it is cultural heritage or climate change, you have to rise above the profit motive and who better to assume this role than the Red. In 1948 the 28 year old Barbara Capitman met her future husband Will at a May Day party sponsored by the Young Communist League in N.Y. She was the only child of a sweater-importing father and a mother who was a sculptor and painter. When Will graduated from NYU law school in 1951, he was blocked from passing the bar because of his YCL past. So instead he made a living teaching business and marketing at Harvard and Yale. In 1973 he got a tenure track position at the Florida International University business school and the two moved to Coconut Grove, Miamis version of Greenwich Village. Two years later he died from pancreatic cancer and Barbara was on her own. After moving to Miami Beach, Barbara ran into Leonard Horowitz, a doorman at a luxury condo who was gay and an aspiring artist/designer. They became close friends after meeting and soon discovered a shared commitment to the preservation of Art Deco buildings. The two formed a committee to save the old buildings now falling into disrepair that relied heavily on donations from gay people and senior citizens. Within 3 years, they managed to have over half of South Beachs Art Deco hotels covered by landmark preservation laws. Leonard Horowitz died of AIDS in 1988. The hotel we are staying at is between 10th and 11th streets on Ocean Drive and 11th street has been renamed Leonard Horowitz Drive. Barbara Capitman died two years later. The NY Times obit noted: In 1976 she helped to found the Miami Design Preservation League, which in 1979 won Federal historic designation for the South Beach district of Miami Beach. The fact that she was interested in results rather than social sensitivities should not be lost on those leftists who are reluctant to take on the status quo. In the April 27 1982 Village Voice, Alexander Cockburn hailed Capitman as a true heroine. He quoted her on the Art Deco district: At night when the full moon is overhead, the residential streets of the Art Deco district take on that stagey, solemn simplicity of another era. Moonlight and neon articulate the stripes and circles of the small apartments on Euclid or Jefferson and the swaying palms cast shadows on the curving walls. This is the night world that Thomas Wolfe wrote of in the 1930s-the decade of our districts revival-nights filled with the far-hooting of trains, the nearer sounding of great vessels moving into port, the mysterious rustling of treesà ¢Ã¢â ¬Ã ¦ Cockburn noted that Capitman was not able to defend all of Miami Beach from the assault of real estate developers. The South Beach area remains unsullied but the middle and northern parts of the island have succumbed to the forces Cockburn describes as follows: The forces of darkness gathered their nerve, and finally, in 1981 tore off their whiskers and pounced. Anyone who wants to see what might happen to the Deco Square Mile need only glance north of 23rd Street, where architectural barbarism is on the rampage and the condomaniac, behemothic tide marches down via the Fountainbleau and other signposts of Babylon. Cockburn concludes his article by saying that if the real estate developers had their way, the northern sector of South Beach would succumb and the result would be equivalent to the permanent submersion of substantial portions of Venice. Ironically, Art Deco was an attempt to apply the aesthetic of Russian Constructivism and Italian Futurism to architecture. These art movements were in themselves attempts to approximate the forms of machinery to fine art in the spirit of a modernization stripped of nostalgia for the past. The products of that age now are threatened by the relentless march of capitalist modernization which will result in the leveling of all that is beautiful and its replacement by shopping malls and Walmarts. It is to the credit of people like Barbara Capitman, someone who presumably would have read the Communist Manifesto at some point in her life and who would have absorbed Marxs breathless evocation of the bourgeoisies most revolutionary role, to draw a line in the sand and tell this bourgeoisie to get fucked. Anyone who knew the late Barbara Capitman was bowled over by her undying devotion to Art Deco Miami Beach. A founder of the Miami Design Preservation League, Capitman led the battle to have a large swatch of the Beach listed as an historic district in the National Register of Historic Places the first such district made up of 20th-century buildings. Barbara Baer Capitman, born in 1920, founded the Miami Design Preservation League (MDPL) which started the Miami Beach Art Deco preservation movement. She led in the formation of the Miami Beach Architectural Historic District, the nations only Art Deco district to be listed in the National Register of Historic Places. Her efforts to protect Art Deco architecture led to the founding of Art Deco societies in San Francisco, Chicago, Washington, D.C., Boston and New York. Capitman was also the founder of the World Congress on Art Deco. She was the author of three books: American Trademarks, Deco Delights and Rediscovering Art Deco U.S.A. In 1993 The Miami Herald named her one of the 100 most important people in the history of South Florida. Barbara Baer Capitman died in 1990. Examining Deforestation Of The Amazon Rainforest Environmental Sciences Essay The amazon Rainforest is one of the richest areas on Earth biodiversity wise and possesses many endemics species of fauna and flora. The Amazon also plays an human population has grown, and demands in soybeans, cattle and wood as increased over time, the Amazon rainforest has been selected for deforestation. Recent concerns have arisen over the last decades emphasizing the problems deforestation causes especially biologically. This problem has been further underlined as concerns over global climate change have arisen. The Amazon forest is the greatest tropical forest in size as it covers an area over seven million square kilometres and is found in ten countries of South America. Motives of deforestation, rates, history Most of the Amazon Basin ( >70%) is found in Brazil ; therefore most of our study will focus on the Brazilian Amazon. Starting in the late 1950s, for the purpose of developing the western and northern parts of Brazil many new roads were constructed which constituted a direct access to the Amazon tropical forest. The construction of these routes along with other incentives ( such as cattle ranching , hydro electric project, timber extraction) was aimed at expanding development and integrating the whole territory into the countrys economy. The program was successful as people moved along these large highways; for example 2 million people moved along the Belem-Brasilia in the first 20 years of its construction. The settlement along the major highways and within the Amazon forest was highly unorganized which led to long term unnoticed deforestation. Overtime the rates of deforestation have increased from the 1970s to the 2003-2004 and since then have decreased. The peak in 2002-2004 was the highest rate of forest clearing for a three year period: 52 670 kmà ² were cleared. The 2008-2009 area cleared totalizes for 7008 kmà ². The literature seems to agree on the motives for deforestation although the importance of small farmers in the process is debated . ( K.R Birby , P. Fearnside). The motives for deforestation are multiple: contrarily to common belief, the biggest reason behind clearing in cattle ranching secondly, is small farmer exploitation then, logging, and recently soybean and palm oil plantations have led to deforestation. The reason behind this hierarchy and cattle ranching as being the number one reason behind forest clearing is due to multiple state incentives. These incentives made cattle ranching one of the few profitable product to rise in the Amazon. Under the Brazilian law, clearing the land in order to install pasture is characterised as effective. (K.R Kirby). Cattle ranching is one of the most popular use of land in the Amazon as it is not a labour intensive job , by products can be used ( such as milk) , and it is produces offspring. Compared to crops, the main advantage of cattle ra nching is that cattle ranching are independent of weather conditions. Small farmers also play an important role in the clearing of the land as they apply slash and burn method in order to create fertile land to grow their crops on. As farmers need for more land, they continuously increase their property. K.R Kirby has calculated that on average a small farmer clears 1 ha of forest per year. Furthermore, tropical soils are not fertile and fail at the long term production of crops, thus after 2-3 years the land is unusable and new land has to be slashed and burned. Today as agricultural financing has been more readily available in the Amazon compared to other regions in Brazil, soybeans farmers are pushing to the North. As the price for soybean has increased, it has become one of the most profitable crops to plant in the Amazon. A large part of the soybean production is used for export (as foreign currency) therefore greatly encouraged by the state which even plans on building new roads and infrastructure in order to expand the production. Although not broadly mentioned in the literature, it is important to also underline the logging activities undergoing in the Amazon. JA Foley et al mention that the logging has recently been recognized as one major source of land change in the Amazon. Although selective logging is comparatively not as ecologically destructive as cattle grazing or pasture, it has been shown that logging destroyed the same amount of forest as the area cleared for other activities. Indeed, selective logging leaves behind a fraction of the natural forest and allows some natural regeneration; not completely destroying the ecosystem. Biodiversity effects: The clearing of thousands of kmà ² of land is not at any cost. The Amazon is one the worlds richest zone in terms of biodiversity and number of endemic species. Being one of the largest forests in the world the tropical Amazon forest constitutes an important carbon sink for the integrity of the planet. Scientists have become aware of the importance of conserving the forest because of the numerous ecosystem services it provides. It is difficult to understand and quantify the ecosystem services provided by an ecosystem. As Fearnside explains, it is complicated to put a value on an ecosystem service. An obvious way of calculating the value of the ecosystem is using the profit of the good produced in the given area. This method does not take into account the future damage that could occur due to the abuse of the ecosystem. Indeed we taking the example of forest clearing , we can use the value of the good which will be produced on the area cleared but on a large scale that value does not take into account the habitat destruction of species. Often times we put a price on ecosystem services in order to emphasize the urgency of taking conservation actions, putting fines on illegal land used. Based on the literature there are many ecosystem services provided by the Amazon rainforest. Namely the most important ecosystem services are carbon sequestering, water flow of the Amazon River, air circulation patterns, the spread of water borne disease , fires , invasion by exotic species and most importantly , and biodiversity loss. The clearing of Amazon might influence the hydrological regime of the area because the forest regulates the quantity of water flowing into the river as well as the nutrient content. The quantity of water increases greatly overall because there is no interception by plants leading to much more surface runoff and less percolation in the soil. Indeed it has been observed in the Tocantins river basin, the changes during the 30 years period (1960-1990) in land cover have led to an approximate 25% increase in the river discharge during the same period although there were no changes in the precipitation regime. Over the long term, scientists are worried that the evaporation budget will change so much as to change global patterns of air circulation. Vector-borne diseases increase due to the loss of vegetation and due to an increase in the number of mosquitoes (which are common vectors of diseases). Forested areas allow for more control of the disease though population control of infected animals, their hosts and intermediate disease vector. In South America, the most important disease transmitted by mosquitoes is malaria. A study in Peru has shown that Anopheles darling mosquito species are more susceptible to biting as the land cover decreases. The study found that when the area is deforestated by more than 20%, mosquitoes have a tendency to bit more than in forested areas. The reason for this increase is due to the preference of mosquitoes to breed in areas with shrubs or grasslands. ( A.M. Vittor) One of the most striking effects on deforestation is the loss of biodiversity. No papers truly estimated the loss of biodiversity due to deforestation. But based on the literature we can estimate the number of species potentially targeted by deforestation. The Brazilian Amazon is classified as one of the five megadiversity countries by the WWF (World Wild Fund) (P.Fearnside). Brazil has over 50à 000 angiosperm plant species, over 400 species of mammals, over 1500 species of birds, over 500 species of amphibians, over 400 species of butterfly and over 70 species of reptiles. Deforestation can lead to changes in biodiversitys ecological niches, habitat fragmentation, or even invasion of exotic species. A major concern has arisen amongst ecologists due to the threat of deforestation on biodiversity hotspots. Indeed it has been observed in some cases that biodiversity hotpsots overlap the deforestation hotpsots. These latter are areas where deforestation occurs suddenly, locally and greatly pushed by demographic factors. The danger for the ecosystems when these two hotspots overlap is the extensive loss of habitat for the fauna and flora. Indeed, deforestation hotspots lead to much habitat fragmentation as many harvesters carry on their activity without much knowledge on the ecosystem and the implications of deforesting (Etter et al 2006). Moreover, it has been proven that a threshold exists for a species to survive. Species need enough area in order to reproduce and forage without it a population cannot sustain and is determined to extinguish. Much of the deforestation trends are not managed and very spontaneous, leading to patches of deforested land and often times the minimum thre shold is surpassed threatening the survival of many generations. As underlined in Etter et al., no significant studies have been consolidated in order to better understand the overlapping of deforestation and biodiversity hotspots; suggesting more data to be collected. Indeed without data there cannot be any consensus on the conversation policies to protect the Amazons ecosystem. Another paper also suggests the idea that better inventories should be complied in order to understand the forests composition and to better manage the area based on the species autoecology. Furthermore the paper underlines the importance of thorough and precise data entries with identical quantification measurements. These factors are all very important in the inventory process in order to build credible dataset on which policy makers can rely upon (Biscaia de Lacerda 2010). Deforestation in the context of Global Climate Change A major concern of the 21st century is the increase of carbon dioxide in the atmosphere and the consequences on the worlds biomes. The role of the Amazon forest in the global carbon cycle is storage of organic carbon in the soil or in plants. The process through which plants take in CO2 is photosynthesis storing it afterwards in the biomass under the form of leaves, branches, roots, flowers and other structural tree components. The destruction of the Amazon makes it an emitter of carbon rather than a sink. Indeed because of land cover changes, carbon is no longer stored. Per se, carbon is not emitted from the forest rather carbon is not taken up by the trees anymore resulting in a net surplus of CO2 levels in the atmosphere. Furthermore the necessary machinery used for deforestation as well as the by-products of wood and the processing of trees in factories also contribute to increased levels of carbon dioxide in the atmosphere. Some studies have tried to understand the changes which would occur if CO2 levels increased and deforestated areas kept increasing. The outcome results in many effects linked to changes in surface albedo, leaf area index, and surface roughness and texture (Compounding). In the study, the CO2 levels were doubled, increasing the CO2 concentration to 660 ppm. The IPCCs projection on CO2 levels project that 660 ppm will be reached by the end of the century under the least severe scenario: A1B which predicts: A future world of very rapid economic growth, low population growth and rapid introduction of new and more efficient technology. Major underlying themes are economic and cultural convergence and capacity building, with a substantial reduction in regional differences in per capita income. In this world, people pursue personal wealth rather than environmental quality. ( IPCC http://www.ipcc-data.org/ddc_co2.html). The sole effect of doubling CO2 concentration in the atmosphere results in a 2.6 Tà °C increase in temperature, increase in precipitation by 9.0 mm per month , and increase in -the net longwave radiation at the landsurface by 4.5 W mà -à ² subsequently increasing the surface evapotranspiration. There is not a great difference for all the factors when studying the present deforestation climate with the future warmed climate combined with deforestation, directly pointing to the fact that deforestation is the main source of deregulation in the climate (Figure 2).
